OREANDA-NEWS. The Government of the Principality of Monaco has chosen to draw on the expertise of Sopra HR Software, subsidiary of the Sopra Steria Group, for a total overhaul of its HR processes. This decision is part of the overall project to modernise Monaco’s administration with a view to increasing transparency and efficiency in the public sector. The goal of the Principality’s Government is also to enhance the human dimension by improving the quality of service provided to employees, administrative officers and civil servants, both working and retired.

Following a period of auditing and consultation with several providers, the state of Monaco selected Sopra HR Software to overhaul its HR processes. The scope of this integrated solution will cover payroll, pensions, general administration and Human Resources for all of Monaco's institutions. These include in particular the Prince’s Palace, the Principality’s Government, the National Council and the Town Hall. Although each body has specific prerogatives, they share the same systems and IT processes. The project affects 7,000 employees of different statuses, contract agents, civil servants, retired workers and beneficiaries. The aim is to extend the solution to cover forward planning of skills, talent management and assessment interview.

Promoting a cross-sector approach and cohesion in order to deliver the greatest benefits to users With the support of Sopra HR Software, the Principality’s Government will be in a position to take an important step forward: sharing HR tools and processes will enable all of Monaco's institutions to work together more effectively. The new IT system will bring a higher level of visibility and greater coherence to the service provided to users. The project includes data transfer, an electronic document management tool and also a shift towards a paperless information system that contains a workflow validation system.

Next steps With the innovative HR space, Sopra HR 4YOU, all users, wherever they are, will be able to connect through a tablet or smartphone, update their personal data (holidays, training courses, etc.) and receive information directly from managers. With the digitization of tools, agents will be able to communicate more easily with institutions. Increasing the cohesion of the different bodies and strengthening users’ feeling of belonging are priorities for the Principality’s Government. The total overhaul project started in early May 2016. The pay section will be launched in 2018. The HR and pensions sections will then be completed.
