OREANDA-NEWS. On March 26, 2007 the Federal Antimonopoly Service (FAS Russia) found that a complaint of the "Business Group" Ltd against the actions of the Tender Commission of the Federal Agency of Education in organizing the open bidding on "Administrative and Informational Support of the "Education" Priority National Project on Supplying Schools with Training Aids and Equipment and Purchasing School Buses" was justified, reported the press-centre of  FAS Russia.


According to the appellant, the ordering party - the Federal Agency of Education - breached the Federal Law "On State and Municipal Procurement of Goods, Works and Services" in the process of bids evaluation and comparison:


Apart from the quality requirements, the ordering party took into consideration executors' staff and qualification at this stage of the tender.
FAS Russia agreed with the argumentations of the "Business Group" Ltd. and concluded that the bids should be given second evaluation and comparison in accordance with the Law "On State Procurement…" and tender documentation requirements.
