OREANDA-NEWS. On March 26, 2007 the Federal Antimonopoly Service (FAS Russia) recognized validity of a complaint made by the "Sapfir" Moscow Plant OJSC against the actions undertaken by the Federal Agency of Health and Social Development in an open bidding for supplying medical diagnostic equipment (laboratory equipment for outpatient and in-patient health centers to ensure primary medical and sanitary assistance as well as for prenatal and maternity clinics) as part of the priority national project on public health service, reported the press-centre of  FAS Russia.


According to the appellant, the ordering party - the Federal Agency of Health and Social Development - breached the Federal Law "On State and Municipal Procurement of Goods, Works and Services" by its biased evaluation of the quality parameters of medical equipment.


FAS Russia agreed with the argumentations presented by the "Sapfir" Moscow Plant and concluded that the Tender Evaluation and Comparison Report must be withdrawn and the bids should be given second evaluation and comparison in accordance with the Law "On State Procurement…" and tender documentation requirements.
