OREANDA-NEWS. On March 29, 2007 IBS, the leading provider of IT and consulting services in the Russian market, in association with the Federal Cadastral Centre Zemlya (Earth) announced the successful launch of a pilot project aimed to design an integrated system interconnecting such governmental entities as Rosregistratsiya (Federal Registry Service), Rosnedvizhimost (Federal Property Registry Service) and FNS (Federal Tax Service) of Russia. The pilot project towards the integrated system was launched in Tatarstan and interconnected regional agencies of the said governmental entities.

The processes of cadastral registration of properties, registration of titles thereto and transactions therewith, as well as taxation of individuals demand a close interaction of several governmental agencies, to wit: Rosregistratsiya, Rosnedvizhimost and FNS of Russia. However, due to technological and legal restrictions the information sharing processes heavily rely on manual operation, which significantly hampers the work of the entities. Creation of an IT system drawing on the resources of and integrated with the infrastructure of Federal Informational Centre (FIC) currently being arranged under the Federal Targeted Program 'Electronic Russia' was accepted as an option to facilitate the governmental entities interaction. Such a system will help dramatically to simplify rendering of governmental services to population and to improve their quality.


Based on the results of an open tender called by Mininformsviazi (Ministry of Communications and Informatization) IBS in association with FKC Zemlya was granted the right to develop the system project, which also included consulting services, development and launch of a pilot project in Tatarstan. The budget of the project amounts to RUB11,4m.
