The draft law suggests supplements to Article 22 of the Penal Code of the KR, reported First Deputy Defense Minister Kubanychbek Orozbayev upon presentation of the Law “On Supplements to the Penal Code of Kyrgyzstan”. The document determines the degree of responsibility for breaking the legislation on export control over external trade transactions, regarding products subject to export control, explains Orozbayev.  

However, most JK deputies rejected the bill saying that there already exists an agency - Ministry of Defense - in charge of export licensing. It is necessary to get rid of structures with overlapping duties, believe parliamentarians. Deputy Azimbek Beknazarov finds it inappropriate to introduce imprisonment of law offenders for a term of up to three years now that the country is moving towards humanization, and Vice Speaker Kubanychbek Isabekov insists that, having neither functioning airplanes nor nuclear weapons, Kyrgyzstan doesn’t need this law, reported Kabar.
