OREANDA-NEWS. ROSNO-MS specialists took part in the round table of the RF State Duma Health Committee. The participants discussed the ways to improve legislation in drug production, registration and circulation and the options to solve the EDP issue.

The round table’s chairperson was T. V. Jakovleva, Chief of the RF State Duma Health Committee.

ROSNO-MS experts supported the opinion of V.I. Starodubov that the solidary principle needs to be restored in drug provision, and presented their vision.

"As provided by the Law Nr. 122-FZ, we need to keep free drugs for the most severe and costly diseases, such as hemophilia, mucoviscidosis, oncological diseases, diabetes. Other groups that were excluded from EDP, and those people who have no right for free drugs should be supported through the drug insurance program EDP+", comments Ms. Larisa Popovich, First Deputy of the General Manager and Managing Director of ROSNO-MS.

ROSNO-MS specialists proposed to finance the program out of the Social Services (SS) funds obtained by the individuals who receive monetary compensation for their refusal from free drug provision under the Federal Law (122-FZ). The program funds may include those funds of regional budgets that are used to provide discounted drugs as per the Government Regulation "On State Support for Drug Industry and on Improving Drug and Medical Product Procurement for People and Health Institutions", and personal funds of citizens.

Such a decision will enable to create an operational and solidary, i.e. insurance-based, model of drug funding for the privileged social groups, retain guarantees for the patients with severest diseases, and improve quality and access to drug treatment.

"The insurance companies to be involved in the state program implementation should pass the strictest selection and should work under the tight state inspection. Being a social service, EDP should focus on patients with severe diseases. Other groups should be switched to special programs, preferably to voluntary medical insurance, where solidary principle is integrated, i.e. help is provided to those who really need it at the moment.", Ms. L. Popovich noted in her speech.
