OREANDA-NEWS. On May 04, 2007 JSC “IDGC of Center and North Caucasus” and Kostroma regional administration signed an Agreement on transferring municipal power networks to JSC “Kostromaenergo” a year ago in May 2006, reported the press-centre of  JSC “IDGC of Center and North Caucasus”.


Such a joint solution was reached in view of unsatisfactory condition of the municipal power networks. There were no specialized units equipped with required machinery and facilities and which are authorized to operate and repair the power networks and substations. The required documentation from logging and industrial companies was missing as well. The local authorities, municipal companies sell power energy to customers with no license and set tariffs. The power energy losses amounted to 60% due to the absence of measuring devices of the customers who had connected to the networks and outdated equipment which failed to meet modern power network operation demands. The total annual losses amounted to 100 mln rubles.


The signed agreement allowed to reconstruct the municipal networks and establish a single power network complex in the region. JSC “Kostromaenergo” purchased 84 power units from 13 municipal entities, including 43 kmof 6-10 kW power lines, 53 km -  6-10 kW for the total sum of 18,495 mln rubles by the beginning of May. In accordance with agreement JSC “Kostromaenergo” shall obtain 565 power network units in 26 municipal entities of the region. In 2006 municipal entities repaired power networks in 7 municipal districts for the total sum of 16,642 mln rubles. The power networks are being repaired in the following 7 municipal districts: Ostrovsk, Manturovsk, Makarievsk, Vokhomsk, Ponazyrevsk, Tht town of Manturovo, Neya City and the region. The tenders are announced held repairing works in Parfensky and Chukhlomsk disticts have been announced.

The municipal entities shall spend over 53,5 mln rubles this year on the overhaul of the power grids which have come into JSC “Kostromaenergo” ownership.  The total expenses to restore the equipment to operating condition will equal 1,246 mld rubles.
