OREANDA-NEWS. Research and Planning Institute for Urban Ecology ("R&PI for Urban Ecology" LLC, Moscow) started the procedure of environment impact assessment (EIA) for the possible construction of the PVC production complex with 330 KTA capacity in the Nizhniy Novgorod region.

Within the EIA procedure the Institute for Urban Ecology will prepare the requirements specification to hold public hearings on project environmental risks. Public hearings will be open to all interested organizations and private persons. Under existing legislation, public hearings will be organized by the authorities of the Nizhny Novgorod region. 

SIBUR expects environmental, scientific and other social unions, as well as locals to take part in public hearings. Public remarks and proposals will be taken into account within the formulation of environmental actions in the project documentation.

In accordance with the approved procedure, the EIA issue will undergo a preexamination by regional inspection bodies, and then, it will be forwarded for approval to the federal authorities as the part of a feasibility study for the PVC complex construction.

After getting all the approvals SIBUR will make a final decision on the PVC complex construction in Nizhny Novgorod region.  In case of the positive decision, the preparation of a project draft on implementation of full-scale environmental actions, will start.  

In 2006 SIBUR has forwarded the Authorities of the Nizhny Novgorod region the Declaration of intensions to build the PVC production site with 330 KTA capacity. Presently Kstovo and Dzerzhinsk are considered to be possible locations for the new plant. The local authorities approved the project. Today the pre-design documentation is being prepared. 

At the same time SIBUR is holding negotiations with the potential partner Solvay Company, on joint project implementation along with application of advanced technologies approved at similar Western European plants.
