OREANDA-NEWS. The Federal Antimonopoly Service (FAS Russia) begins the audit of the procedures for selecting the apartment blocks managing companies, reported the press-centre of FAS Russia.


As explained by Vladimir Efimov, the Head of Directorate on Control and Supervision in Construction, Natural Resources and Housing & Utility Services, first of all, the antimonopoly service is going to check whether the authorities have fulfilled the requirements on organizing the open bidding for selecting the managing companies and observing the bidding procedures established by №75 Government Resolution "On Open Bidding Procedures for Selecting Managing Organizations of Apartment Blocks Organized by Local Authorities".

Under the Federal Law "On Amendments to Article 18 of the Federal Law "On Enactment of the Housing Code of the Russian Federation" (clarifying the period during which citizens can select the type of management for their apartment blocks), if the owners of premises in an apartment block failed to choose the type of management by 1st January 2007 or their decision has not been implemented, the local authorities must organize open biddings for selecting the managing companies by 1st May.
FAS Russia will object the tender results and contracts for apartment blocks management should the audits reveal any violations.
First audit results will be known by mid-June and subsequently will be summarized on a quarterly basis.
According to Vladimir Efimov, "observing the procedures for selecting managing organizations will impact not only the quality of housing services offered to the population and competition development but also the prospects of reforms in the Housing & Utility Sector".
