OREANDA-NEWS. The Federal Antimonopoly Service (FAS Russia) sent its suggestions to the Ministry of Information Technology and Communications (Mininformsvyazi) on amendments to the Guidelines on has Telephone Services Rendering, reported the press-centre of FAS Russia.


Mininformsvyazi has devised and presented for FAS Russia's approval the amendments to the Guidelines on has Telephone Services Rendering. The proposal is aimed to protect the interests of the users of communication services. In particular, the fee for selecting and changing the tariff plan should be abolished. FAS Russia supports the above suggestions. At the same time, FAS Russia finds it necessary to add to the Guidelines a provision which sets the billing unit for telephone connections as one second (currently - one minute), provided an operator has adequate technical capabilities.


Anatoly Glomolzin, Deputy Head of FAS Russia, stated: "Subscribers talk for 300-400 minutes per months. Rounding up the incomplete minutes of a telephone conversation may infringe the subscribers' interests. Implementing FAS Russia's proposals will cut down unjustified customers' expenses for communication services while preserving the real income of telephone operators for the rendered services. Relevant proposals have been forwarded to Mininformsvyazi.
