OREANDA-NEWS. The main subject of the meeting was summing up the results of the RGCs repair programs for 2006 and the 1st quarter of 2007.

“On the whole all the RGCs of JSC “IDGC 1” Black Earth Directorate operation area exceeded the production programs for 2006”, noted Yuri Korshunov, Deputy Technical Policy Director  of the Black Earth Directorate, “the actual accomplishment of the repair program of 35-110 kV electric lines reached 112%, 35-110 kV substations - 103%, 0,4-10 kV distribution grids - 105% against the plan”.

Specific undersupply of electric energy is 28% lower than in 2005.

The actual losses in the RGCs of JSC “IDGC of the Center and North Caucasus” Black Earth Directorate operation area in 12 months of 2006 were 0,57% (278 mln kWh) lower than in the corresponding period of 2005.

2006 was announced in IDGC the year of clearing the air electric line routes. The RGCs of the Black Earth Directorate operation area exceeded the plan of clearing the air electric line routes and cleared 4,385 hectares against the planned 3,245 hectares.

Great attention was paid in 2006 to the introduction of self-bearing insulated cable technology (SIC), which is beneficial in a number of ways compared with the traditional aluminum cable, such as highly reliable and stable electric power supply to the consumers (excluding short circuits caused by phase cable twisting, occasional overlapping, etc.), considerable reduction of general operational expenses (up to 80%) by reducing repair  time.

The use of SIC technology at AMs can significantly reduce the width of glades.

In the 1st quarter of 2007 88.788 km of 0.4 kV and 14.77 km of 6-10 kV AMs were replaced with SIC. According to the instruction of JSC “IDGC of the Center and North Caucasus” GMCs (grid management centers) were established in all RGCs of the Black Earth Directorate operation area. A 24-hour duty rota of GMC personnel performing non-operational functions was organized in JSC “Tambovenergo”, JSC “Kurskenergo”, JSC “Belgorodenrgo”, JSC “Lipetskenergo” and JSC “Voronezhenergo”. Enlarged RDA-based GMCs will be organized in JSC “Orelenerngo” and JSC “Tambovenergo”.

In order to provide high-quality electric energy RGCs carry out electric energy certification:  feeding centers for obligatory certification were specified; diagrams for realizing certification activities were drawn up and approved by the certification bodies, accredited by the Federal Technical Regulation and Metrology Agency as well as the Federal Ecological, Technological and Nuclear Inspection Service. All RGCs underwent certification tests and were awarded electric energy quality certificates in 2006.

In order to improve the mode of 35-110 kV grid operation, including the reduction of electric energy losses, increasing the carrying capacity and providing fixed voltage levels RGCs of the Black Earth Directorate operation area realized reactive capacity compensation activities: RGC operation mode analysis for the detection of units and grid sections with an increased reactive capacity consumption, based on local reactive capacity balances according to the meters, operation days metering, inspection of the installed reactive capacity sources, including those installed consumers, load analysis of the consumers with increased reactive capacity consumption, activities for reactive capacity sources reconstruction at RGCs substations, equipment with reactive capacity consumption meters and realization of operational activities for optimizing reactive capacity overflows.
 
In the course of the meeting the technical directors were informed about the main objectives for 2007: reduction of operational injuries, implementation of repair and investment programs, the increase of ecological and industrial safety, observing IDGC technical policy.
