OREANDA-NEWS. May 18, 2007. OAO Novosibirskenergo commissioned the new 110/10/6 kV Teplovaya-2 substation. This significant event was attended by the top management of the Company, as well as by the executives of contracting organizations and representatives of the regional mass media. Andrey Danilyuk, First Deputy of the Head of the Zheleznodorozhny District Administration, Alexander Pelipasov, Director General of Novosibirskenergo, and Yuri Zhukov, Director General of OAO Engineering Center, took part in the honorary ceremony of the red ribbon cutting.

According to Alexander Pelipasov, Director General of Novosibirskenergo, “commissioning of the Teplovaya-2 substation is just one stage of the extensive network development programme aimed at meeting the current and future demands of the city for electrical power and at improving reliability of electrical power supply.”

Andrey Danilyuk expressed his gratitude to the workers of the power supply system for “their competent fulfilment of the obligations in the field of network improvement and commissioning of the new facilities required for development of Novosibirsk and the Novosibirsk Region.” He marked a considerable contribution of the power engineers into the city development, and noted that “such achievements entail confidence in the future and reliability, and serve as a guarantee for further housing construction and creation of new jobs, which means improvement of the general living standards of the Novosibirsk residents.” He expressed his confidence that owing to the well coordinated work of the energy system workers Novosibirsk will become a fast growing and developing city. Alexander Pelipasov, in his turn, noted that “the power engineers will apply their best efforts to provide not only the impetus, but a sound foundation for sustainable development of the city.”

The Teplovaya-2 substation is a part of Novosibirskenergo investment programme for 2006-2007. Construction of the Teplovaya-2 substation was backed up by certain reasons. Firstly, the new substation is to eventually replace the morally and physically obsolete Teplovaya substation built as early as in 1967. Secondly, there is an objective need for increase of the transformer capacity due to the growing number of the current consumers and emergence of the new ones. The total amount of investments allocated for construction of the Teplovaya-2 substation equaled 347,700 thousand rubles (exclusive of the cost of design and exploration work—23 million rubles).

The substation was constructed in no time: the work started in April 2006 from scratch, and as early as in November 2006 the workers proceeded to gradual assembly and installation of the equipment. The General Designer of the Project was ZAO SibKOTES, and the General Contractor’s obligations were performed by ZAO Production Overhaul Plant, an affiliated company of OAO Engineering Center.

As compared to the old substation, the Teplovaya-2 substation offers a higher capacity due to two 40 MVA transformers installed (the aggregate capacity of the previous substation was 63 MVA). Commissioning of the new facility will allow for considerable improvement of reliability of power supply of existing consumers of the Tsentralny, Oktyabrsky and Zheleznodorozhny Districts, as well as for connection of new consumers. The Teplovaya-2 substation is fitted with state-of-the-art equipment: 110 kV switchgear produced by the ABB Company (Germany), 10 kV switchgear and control gear of the Electroschit Plant (Samara) with Siemens vacuum circuit breaker, etc.

The substation is fully automated: it is equipped with the Tornado Russia-made software and hardware being an automatic process control system (APCS). Use of the integrated automatic process control systems will allow disengaging of the substation workers from many secondary operations for equipment control and management, and, therefore, will significantly increase the personnel operational efficiency.

And I would like to say a special thank you to the Administration of the Zheleznodorozhny District of Novosibirsk and to the City Council for their cooperation and effective support in the course of the project implementation.”

It should be added that the load will be transferred from the Teplovaya substation to the new Teplovaya-2 substation in a gradual manner, and the final transfer of all the consumers will take place at the end of the year. And the future plans of the power engineers include completion of the Bibliotechnaya substation reconstruction and construction of the Frunzenskaya substation.
