OREANDA-NEWS. On May 28, 2007 attracting investment in development of postal industry was one of the key topics of the Session of the Board of RCC CAs Heads (RCC is Regional Commonwealth in the field of Communications) opened in Yurmala (The Republic of Latvia), reported the press-centre of  Russian Post.

The speech of I. Syrtsov, FSUE Russian Post Director General was devoted to the problems on this topic. He analyzed the sources of financial resources for the national postal operator’s investment activities in details, among them bank credits, private savings and state aid.

The given questions should be considered with special attention due to developing economies of RCC member-countries, as stated in his speech L. Reiman, Minister for Information Technologies and Communications of the Russian Federation. As a result of exchange of experience between the Board of RCC CAs Heads he emphasized that modernization and reconstruction of post, building and rearranging the objects, raising the level of automatization of technological processes at post enterprises and implementing new information technologies are prior trends of the RCC’s investment policy in the field of postal service. He stressed that it has socio-economic significance. Investment inflows goal was set as to provide further development of traditional and extension of new communication, financial and transport-logistics services with higher customer service.

In the course of the Session the Communications Administrations of RCC Heads accepted a number of core recommendations on establishment of competitive postal infrastructure. In particular, it was suggested to hold more active long-term resources credit policy among national and international financial institutions of development, attract financial funds of outside companies, issue own debt securities and many other. The participant decided to continue to exchange experience and assist to postal services to realize their investment programs.

Preparation to strategic events planned for 2007-2008 was also among the most important questions discussed during the Session, among them XXIV Congress of Universal Postal Union that will be held from 13 August to 3 September 2008 in Nairobi (Kenya), International Forum "Pochtovaya Troyka – 2007" arranged by Russian Post and RCC Conference "Future development" (19-21 June 2007, Saint-Petersburg).

Delegations of national informatization bodies from 12 RCC member-countries: Republic of Armenia, Georgia, Latvia, Kazakhstan, Kyrgyz Republic, Republic of Moldova, the Azerbaijan Republic, Republic of Tajikistan, Turkmenistan, Uzbekistan and Ukraine, as well as the representatives of UPU and observers from the Republic of Slovenia and the Baltic states took part in the Session.
