OREANDA-NEWS. On June 14, 2007 the Federal Antimonopoly Service (FAS Russia) brought in administrative penalties against the Head of the Federal Service on Consumer Protection and Human Well-being (Rospotrebnadzor), Mr G. Onischenko, and the Head of the Moscow Office of Federal Service on Consumer Protection and Human Well-being, Mr N.Filatov, as well as the "Centre of Hygiene and Epidemiology in the City of Moscow" Federal State Health Enterprise, reported the press-centre of FAS Russia.

In its letter of 24th April 2007, FAS Russia requested Rospotrebnadzor, its Moscow Office and the "Centre of Hygiene and Epidemiology in the City of Moscow" to present within the designated period information which is necessary for considering an antimonopoly case.

Rospotrebnadzor and the "Centre of Hygiene and Epidemiology in the City of Moscow" received the above Letter on 28th April 2007. The letter was not delivered to the Moscow Office of Rospotrebnadzor because the receiver-organization refused to accept the package with the documents.

So far FAS Russia has not received the requested information.

The Head of the Federal Service on Consumer Protection and Human Well-being (Rospotrebnadzor), Mr G. Onischenko failed to ensure presentation of the information requested in the FAS Russia's letter.

This infringement is liable under Part 5 Article 19.8 of the Code of Administrative Violations.

The Head of the Moscow Office of Federal Service on Consumer Protection and Human Well-being, Mr N.Filatov refused to accept the documents from FAS Russia and did not ensure presentation of information upon the request of the antimonopoly authority.

So far, the "Centre of Hygiene and Epidemiology in the City of Moscow" also failed to present the requested information to FAS Russia.

This infringement is liable under Part 2 Article 19.8 of the Code of Administrative Violations.

Having considered the case, FAS Russia issued a determination on administrative charges in form of fines, imposed under Article 19.8 of the Code of Administrative Violations on:

- The Head of Rospotrebnadzor, Mr G. Onischenko for 15 minimal wages, which amounts to 1500 Rubles;

- The Head of the Moscow Office of Rospotrebnadzor, Mr N.Filatov for 30 minimal wages, which amounts to 3000 Rubles;

- The "Centre of Hygiene and Epidemiology in the City of Moscow" Federal State Health Enterprise for 600 minimal wages, which amounts to 60000 Rubles.

On 3rd May 2007, FAS Russia already fined The Head of the Moscow Office of Federal Service on Consumer Protection and Human Well-being, Mr N.Filatov and the "Centre of Hygiene and Epidemiology in the City of Moscow" for 2500 Rubles and 50 000 Rubles accordingly for failure to present information upon a request made by FAS Russia.
