OREANDA-NEWS. On July 18, 2007 Alexander Ananenkov, Deputy Chairman of the Gazprom Management Committee and Alexander Khloponin, Governor of the Krasnoyarsk Krai have signed an Agreement of gasification in Krasnoyarsk, reported the press-centre of Gazprom.

The Agreement stipulates formulation and approval of the following documents stimulating the regional gas industry development in particular:

investment project for the Krasnoyarsk Krai gas supply and gasification;

regional energy saving program;

program on switching motor transport and agricultural equipment to CNG and LNG.

Pursuant to the Agreement, the investment project will include the General Gas Supply and Gasification Scheme of the Krasnoyarsk Krai, business plan for top-priority gasification facilities construction, Verification for Gasification Facilities Construction Efficiency and Priority, Program for Modern Gas Equipment Implementation aimed at Increasing Gas Consumption Efficiency, proposals for alternative fuel usage for gas supply including CNG and LNG.

The decision on Gazprom’s participation in investment projects and programs envisaged by the Agreement will be made due to the intra-corporate income regulations. Within the project and program execution Gazprom will competitively buy equipment and materials from the regional producers in terms of the quality and price competitiveness.

The Board of the Krasnoyarsk Krai Administration assists consumers in preparing for gas supply including local pipeline construction as well as individual gas meter installation for consumers.

Within the Draft Program for Development of the Unified Gas Production, Transportation and Supply System in Eastern Siberia and the Far East due to Possible Gas Export to Chinese Markets and other Asia Pacific Countries the Krasnoyarsk Krai plans to create a large gas production center.

Krasnoyarskgazprom and Krasnoyarskgazdobycha are the two Gazprom’s subsidiaries operating in Krasnoyarsk.

Krasnoyarskgazprom holds licenses for geological survey of the Pridutsky Block and Krasnoyarskgazdobycha holds licenses for geological survey as well as hydrocarbon exploration and production at the Beryambinsky Block, licenses for hydrocarbon exploration and production at the Omorinskoye gas condensate field and Sobinskoye oil and gas field.

Additionally, Gazprom holds licenses for geological survey of the Taimbinsky, Biryusinsky, Chunsky, Arakansky and Yudokonsky Blocks as well as geological survey, hydrocarbon exploration and production at the Abakansky and Tetersky Blocks located in the Krasnoyarsk Krai.

The Agreement of cooperation between Gazprom and the Krasnoyarsk Krai authorities was signed in February 2005 until 2009.

In accordance with the Agreement the gasification project execution was identified as a major cooperation direction between Gazprom and Krasnoyarsk Krai.

The Krasnoyarsk Krai is currently gasified with LNG by 31,2 per cent including 23 per cent in cities, towns & urban settlements and 57,6 per cent in rural area. Natural gas is supplied only to Norilsk production region where Norilsk Nickel consumes 97,8 per cent of gas.
