OREANDA-NEWS. On July 27, 2007 the Federal Antimonopoly Service (FAS Russia) recognized that the Ministry of Defence of the Russian Federation breached the Law "On State and Municipal Procurement of the Goods, Works and Services" in an open tender for the state contract for manufacturing "The Participant of the "Peace Mission-2007" Joint Exercise" memorable token, reported the press-centre of FAS Russia.  

Examining a complaint of "Gorod" Ltd., FAS Russia established that the protocols of bid opening and tender commission meeting, signed on 4th and 9th July 2007 accordingly, were placed on the official site of the Ministry of Defence on 13th July 2007, which breaches Part 8 Article 26 and Part 11 Article 29 of the Federal Law "On State Procurement …".

Moreover, the protocol of bids acceptance was not published on the web site, which breached Article 27 of the Federal Law "On State Procurement …".

The Antimonopoly Service also established that the tender documentation did not specify procedures for bids evaluation and comparison (Part 4 Article 22 of the Federal Law "On State Procurement …") and did not contain criteria values.

Tender documentation required the bidders to present a number of documents, not specified in Part 3 Article 25 of the Federal Law "On State Procurement …".

Having considered the case, FAS Russia found that complaint of "Gorod" Ltd. was justified and made a decision to initiate administrative proceedings against officials from the Ministry of Defence.
