OREANDA-NEWS. August 04, 2007. “The new project to create national transport strategies of Central Asia states will facilitate raproachment of transport-related interests of the regions and will contribute to creation of joint advanced regional transport infrastructure enabling to cut down the freight deliveries’ costs”, said Ms. Saltanat Rakhimbekova, Head of the Transport Policy and International Cooperation Department of the Kazakhstan Ministry of Transport and Communications, reported the Official website http://en.government.kz.

“Kazakhstan is proceeding along the way of accelerated economic development. In this context, unleashing of the vast transport potential of the land-locked nation is a major goal of the ministry.  In 2006 we developed and launched the Transport [Development] Strategy up to 2015 which defined the major vectors of the Kazakh transport sector”.

“One of the priorities is integration of the national transport sector into the international transport system. Safe deliveries within short periods of time are only possible through a valid legal framework which will bolster further expansion and enhancement of transport infrastructure”, Ms. Rakhimbekova noted.
 
Currently Kazakhstan is streamlining its legislation. Transport Ministry has elaborated and submitted a draft transport code for the Majilis consideration; the draft seeks to eliminate the current contradicting norms of various legislation pieces, regulate relations in direct and multimodal carriage of freights, as well as to bring the national transport legislation in line with international norms.
 
Within the frameworks of this project, an agreement on traffic and development of multimodal carriage has been drafted and is being coordinated by the public bodies; the agreement is expected to be signed at the VI annual sitting of the TRACECA intergovernmental committee to be held late November in Astana. When signed, this agreement will facilitate use of international traffic within a common legal and transport system.

The GORA\Trademco Consultants project’s main objective is to support development of regional transport infrastructure, creation of new transport-and-logistics centers, and further development of multimodal carriage along the Europe-Caucasus-Asia corridor, Ms. Rakhimbekova emphasized.
