OREANDA-NEWS. September 03, 2007. The head of the Economic Department of M.V. Lomonosov Moscow State University (ED MSU) Vasily Kolesov and the head of the Department for Management of Investment Programs (DMIP) of Rosenergoatom (REA) Concern Gennady Sakharov signed a memorandum on cooperation, reported the press-centre of Nuclear Power Industry.

This document is an optimal scheme of interaction for the sides. MSU has big experience in advising large power companies on how to improve their investment management systems and REA can use it.

Now that REA is being reorganized into a joint stock company, it needs to revise its approaches to the problem of long-term investment formation. 

The sides are ready to cooperate in the following directions:

— improving methodology of efficiency assessment of strategies and federal target and corporate development programs in the nuclear power industry;

— analyzing and forecasting social-economic trends for effective investment planning;

— developing a concept of investment planning on the basis of investment management principles and investment project management technologies with a view to enhance competitiveness;

— specifying the parameters of the strategic development and economic efficiency of the nuclear power industry;

— drafting methodologies for assessing long-term NPP construction projects and innovations;
— developing a concept of monitoring of investment flow;

— teaching REA employees economics, economics of innovations and other specialties in the system of higher and post-graduate education;

— organizing and conducting research in the sphere of investment, efficiency assessment of investment projects;

— organizing a system for managing REA’s investment activities now that the Concern is being reorganized into a JSC;
ED MSU is ready:

— to organize scientific-practical consultations and meetings concerning the introduction of modern solutions in the sphere of investment;

— to involve its representatives in the events organized by DMIP;

— to involve DMIP in its international programs concerning investment activities in nuclear power engineering;

In its turn, DMIP is ready:
— to organize probation for ED MSU students planning to work in the sphere;
— to take part in seminars, conferences, roundtables and other events organized by ED MSU.

The sides have already chosen the subject of their first joint research project: “Development of Methodologies and System Solutions for Improving Capital Investment Management at Rosenergoatom Concern.”

The objective of this project is to improve the quality of investment planning and to work out proposals for enhancing the efficiency of short-, mid- and long-term investment planning at REA now that the Concern is being corporized.

Representatives of ED MSU have been invited to take part in the forthcoming guest meeting of REA’s Council for Elaboration of Investment Programs and Assessment of Capital Investment Efficiency. The council was set up recently on the initiative of DMIP. The meeting is to take place at Smolensk NPP on Sept 11–13.
