OREANDA-NEWS. September 25, 2007. Evgeni Mikhailov was born in 1973 year in Daugavpils in Latvia and in 1997 graduated from the State Academy of Oil and Gas named for I. M. Gubkin as an engineer-mechanic.

He has worked as a manager in a number of major companies and between 1999 and 2002 worked at Kazakhstan Timur Zholy, the state-owned railway in Kazakhstan.

In 2003 he became deputy head of the Department for Restructuring the Natural Monopolies at Russia’s Ministry of Economic Development and from 2004 was appointed deputy director of the Department of State Tariff Regulation and Infrastructural Reform at the Ministry of Economic Development.

He has been a member of the Audit Committee at Russian Railways since 2004.
