OREANDA-NEWS. October 9, 2007. As a result of a tender, Systel Automatization Company became the main contractor for implementing Network Control Centre Project in the regional grid companies operating under “IDGC of the Centre”.

The establishment of Network Control Centres in regional grid companies is being implemented according to the planned schedule of Network Control Centres formation in different branches of JSC “FGC EES” – MPGE, RGC (JCS - energo) and network control functions redistribution that was approved by the CEO of RAO UES of Russia Anatoly Chubais last April. The main idea of the Project is reforming the operational control management of “UES of Russia” into a targeted organizational and functional model approved by the administrative order of RAO UES of Russia № 68 of 30.01.2006.

NCCs will be the most up-dated intellectual structural element of RGCs, considering the software system, technical equipment, the use and level of human resources qualification.By February 2008 all the scheduled events regarding NCC formation shall be finished. The present task is considered as top-priority and one of the most important in JSC “IDGC of the Centre”, - mentioned Dmitry Pankov, Deputy Technical Director – Head of the Network System Operation Department in JSC “IDGC of the Centre”.

NCC establishment will allow to have a more efficient control and coordination of operational management in the Distribution Grid Complex, improve the qualification of the functional personnel of grid companies as well as unify the company control subdivision.

The new innovative technology was implemented in NCC work arrangement, such as: informational videowall, functional – metering equipment SCADA (“Systel”) and regional intergrated automated power control and recording system (CIAS CRP – Calculating Informational Analytical System of Power Control and Recording). This allows the operational staff to control the equipment work and monitor it in a real-time mode.

CIAS CRP facilitates the effective control over active and reactive power consumption as well as promptly detecting the power loss points due to the connection with the IS-U SAP R/3 billing system.
