OREANDA-NEWS. On November 07, 2007 the Federal Antimonopoly Service (FAS Russia) found that the Regional Energy Commission (REC) of the Sverdlovsk Region violated Part 1 Article 15 of the Federal Law "On Protection of Competition", reported the press-centre of FAS Russia.

The Commission violated the law by breaching the "Regulations of retail energy markets in the transitional period of reforming the electric power industry", when the Commission organized the first regular tender for granting the status of the energy provider of last resort in the Sverdlovsk Region. Specifically, the REC of the Sverdlovsk Region organized the tender without applying the Bidding Rules, approved by the Russian Ministry of Industry and Energy, by issuing the resolution "On Organizing the first regular tender for the right to operate as the energy provider of last resort in the Sverdlovsk Region from 1st January 2008".

FAS Russia concluded that REC of the Sverdlovsk Region violated the antimonopoly legislation; however, the relevant determination was not issued as by the time of decision-making the REC resolution "On Organizing the first regular tender…" became inoperative.
