The Resolution states that under Article 16 of the Federal Law "On Protection of Competition", in order to reduce and maintain prices on specific socially important food products of prime necessity the executive bodies of the constituent territories of the Russian Federation can conclude relevant agreements with economic entities - producers and (or) distributors of food products for a fixed term but no later than up to 31st January 2008.

In accordance with the Resolution, the Agreements should determine mandatory competition-protection terms and conditions. The Federal Antimonopoly Service (FAS Russia) must devise the recommendations on such terms and conditions and forward them to the regions.

The executive bodies of the constituent territories of the Russian Federation should notify the Federal Antimonopoly Service and the Federal Service of Government Statistics about entering into such Agreements within 3 days, states the Government Resolution.
FAS Russia will control that the Agreements observe the antimonopoly legislation.

In the opinion of the Head of FAS Russia Igor Artemyev, the agreements for maintaining prices on food products are being singed throughout the whole Russia, and it is crucial to prevent violations of the antimonopoly legislation. "The measures towards stabilizing prices on the food products of prime necessity must not harm competition, - emphasizes Mr Artemyev, - and the Government Resolution ensures antimonopoly compliance of the Agreements made in the Russian provinces".
