OREANDA-NEWS. November 19, 2007 The Federal Antimonopoly Service (FAS Russia) brought administrative charges against "SIBUR Holding" OJSC for failure to present requested information and imposed a fine of 400,000 Rubles.

Earlier the Antimonopoly Service received numerous complaints and petitions regarding sharp rise in prices of liquefied petrol gas (LPG) in Russian domestic market.

To obtain additional information essential to investigate the complaints, FAS Russia asked several companies ("Rosneft", Moscow Oil Refinery, "Lukoil", "Slavneft-YANOS" OJSC, ОАО "Salavatnefteorgsynthes" OJSC, "Gazprom" OJSC, "Bashneft" OJSC, "Tatneft" OJSC, "Alliance" Refiner, "Gazpromneft", ЗАО "Ecooil" CJSC, "Surgutneftegaz" OJSC, "Nizhnekamskneftekhim") to present necessary documents and materials within a designated period.

To date, however, only "SIBUR Holding" OJSC has failed to present the required documents to FAS Russia.

Under Part 1 Article 25 of the Federal Law "On Protection of Completion" business entities (their executive officers) must present to the antimonopoly authorities, upon their reasonable request, documents, written or oral explanations and information (including trade, official or other legally protected secrets), required by the antimonopoly authorities in accordance with its mandate to investigate petitions and materials on violations of the antimonopoly legislation and antimonopoly cases, control economic concentration or determine competition environment.

Therefore, "SIBUR Holding" OJSC violated the antimonopoly legislation.

FAS Russia brought administrative charges against the company under Part 5 Article 19.8 of the Code of Administrative Procedures.
