OREANDA-NEWS. January 17, 2008. East Siberia – Pacific Ocean oil pipeline's filling schedule has been developed by the Siberian Russian Academy of Sciences (SRAN), the press serviceof Transneft reported. Filling of Eastern oil pipeline phase 1 is quite realistic, academicians believe.

The East Siberia – Pacific Ocean oil trunk pipeline filling scenario was developed by order of Russia’s Ministry of Industry and Energy and Ministry of Natural Resources. The State Committee for the social-economic development of the East Siberia and Far East, headed by Russian Prime Minister approves of SRAN efforts which are included as well to the Ministry of Natural Resources’ program documents.

Mr. Kontorovitch emphasized that it had already been done much for preparation of the ESPO second phase filling under the realization of the project 1st phase. He also reminded of the realized subsoil plots licensing. Quoted the scientist as saying the plain fact was that the pipeline filling with 30 million tons of oil would be quite realistic by the time the ESPO 1st phase commissioning. However the compulsory condition is the strict state agency supervision of compliance by the subsoil users of the reservoir engineering license agreements.

Engineering of new East Siberian reservoirs will allow producing 2-3 billion tons by scientist’s calculations. The question is only about the undeveloped resources reservoirs licensed for development during the last few years located in the Republic of Sakha (Yakutia) and the Irkutsk Region. The development efficiency of these territories directly depends on the accuracy of actions and subsoil users’ investments which amount to $90-100 billion USD by scientist’s estimations. At present the oil producing companies invest about 13 billion Russian rubles to subsoil resources development in the East Siberia.
