OREANDA-NEWS. January 24, 2008. Mobile TeleSystems OJSC (“MTS” – NYSE: MBT), the largest mobile phone operator in Russia and the CIS, announced the implementation in Russia of Comverse Real-Time Billing (RTBS) with online billing capability as part of the Company’s strategy of harmonizing IN-platform suppliers.

The number of IN-platforms1 servicing pre-paid subscribers in Russia has been reduced from nine to four. IN-platforms from Comverse are integrated with the Company’s ACP Foris billing system.

"The implementation of Comverse in our network – the best solution available in the market for online billing – will help us to reduce costs and save time in developing product offers on a federal level that will provide for a greater degree of services personalization. The flexibility of the new platform will improve the overall customer experience, as we will be able to offer an even wider array of services," commented Mr. Mikhail Shamolin, Head of MTS Russia.

Migration of subscribers to the Comverse platform was completed in a record time of three months.

1 Intelligent Network (IN) platform is a network architecture that allows operators to employ on-line charging features and provide value-added services in addition to the standard voice services.
