OREANDA-NEWS. January 28, 2007. The Federal Antimonopoly Service (FAS Russia) confirmed validity of the actions undertaken by the Tender Commission of the Russian Ministry of Foreign Affairs in an open tender for selecting insurers to insure real property of the Russian Federation abroad, which is administered by the Ministry of Foreign Affairs, reported the press-centre of FAS Russia.

Earlier FAS Russia received complaints from "RESO-Guarantia" Open Joint-Stock Insurance Company, "Ingosstrakh" Open Joint-Stock Insurance Company and "Capital Strakhovanie " OJSC against the actions of the Tender Commission of the Russian Ministry of Foreign Affairs, which rejected their bids as failed to meet requirements set in the tender documentation.

However, FAS Russia found the arguments of all three companies groundless due to the following reason:

Tender documentation requires that a bid must include a list of contents, specifying the pages. As established by the Antimonopoly Service, the bids submitted by all three companies did not have a list of contents.

Thus, under Clause 4 Part 1 Article 12 of the Federal Law "On State and Municipal Procurement of Goods, Works and Services" the bids of all three companies must have been rejected, which the Tender Commission did.

FAS Russia recognized that complaints of all three companies were unjustified and, therefore, confirmed the rightness of the Tender Commission of the Russian Ministry of Foreign Affairs.
