OREANDA-NEWS. February 5, 2008. A new thermal power plant will be built in the Kemerovo region. The decision about the development of a Preliminary Feasibility Study for the project was made during the meeting of the parties concerned held in Kemerovo. It will be the duty of SibCOTES to develop the Pre-F/S.

SibCOTES’ specialists should complete the work by mid 2008. The site location for the power plant will be approved by the time. According to the preliminary data, the capacity of the facility will be 500-660 MW (two power units, 330 MW each). The power plant is expected to apply a conventional PC-firing technology, at the same time, making use of modern concepts for arranging fuel handling facilities. The TPP efficiency will be 6% higher than the average efficiency of the existing power plants in the territory of the Kemerovo region. The power plant is supposed to use low grade power-generating coal.    

SibCOTES has already developed one Pre-F/S for the power plant. The capacity of the plant in the first project was higher – 1500-3300 MW, and it was planned to implement the circulating fluidized bed technology, which is new for Russian power plants. Smaller size was chosen due to high project costs; numerous plans of other companies to build new power facilities in the region contributed to this decision as well.

The project will be realized under the plan of RAO UES of Russia to deploy power facilities in the country. The first power unit for the plant is scheduled for commissioning in 2012.
