Overall tests came to end and recognized the Technology of Electronic Document Exchange in Payments and Delivery of Pensions implemented by FSUE Russian Post and Pension Fund of the RF as operable and recommended to put it into operation, reported the press-centre of Russian Post.

The act concerned was signed by the representatives of Administrative Board of Russian Post and Pension Fund that marked the new stage in the project implementation.

Since this time the system implemented in test regime in 18 regions in Russia will be put into operation. It means that Russian Post and Pension Fund will use electronic document exchange in payments and delivery of pensions as basic documents. So they won’t have paper copies and it helps to turn to electronic document exchange.

The pilot project “Technology of Electronic Document Exchange in Payments of Pensions” was implemented in Nizhny Novgorod in 2004 and showed excellent results. Since 2006 post launched the project in the Republic of Bashkortostan, the Republic of Buryatia, the Udmurt Republic, the Chuvash Republic, Stavropol territory and in the following regions: Belgorod, Volgograd, Vologda, Kirov, Кurgan, Novgorod, Novosibirsk, Orenburg, Orel, Penza, Samara, Smolensk and Chita.

In 2008 post is to enlarge the territory of the system joining the Republic of Karelia, the Republic of Mariy El, the Republic of North Ossetia-Alania, the Republic of Khakassiya, Krasnodar and Perm territory, Baikonur and the following regions: Astrakhan, Мoscow, Pskov, Chelyabinsk and Ulyanovsk.

The system helps to avoid paper document exchange, computerize payment control and reduce operators’ mistakes to minimum. Customers will appreciate new system aiming to improve service quality as they can get detailed information of payments and solve problems when apply to the Pension Fund or post office.

Within the framework of electronic document exchange Russian Post and Pension Fund exchange information via digital signature secured links. Pension Fund office sends electronic document concerning pension and allowance payment to special informative payment center of federal postal service. After the information is decoded, orders for pension payment are printed, sorted and sent to post offices. They consist of the main part and receipt given the addressee only. The documents have individual bar-codes that enable operators enter fast and correct data on pension delivery.
