OREANDA-NEWS. On 03 March 2008 was announced, that Sergey Darkin, the Governor for Primorski Krai had signed the order for design and exploration works execution in the region in relation to construction of the East Siberia – Pacific Ocean (ESPO) pipeline units.

According to the document “Transneft” and its affiliates and design institutes are allowed execute engineering and exploration works in the territories where the oil transporting system units to be located. The order was signed following the results of study of Declaration of intentions to build the ESPO took place in Vladivostok on February 27.

As mentioned by the Governor for Primorski Krai the project has to be conformed to the railroad service development program. “During the first stage oil will be transported by rail it means that its traffic capacity has to be able to realize the planned volumes”, - S. Darkin said. “Another serious mission is to carry out Russian President Vladimir Putin’s instruction made in August – development of refinery as part of oil pipeline. We already have a project prepared by “Rosneft” for construction of the oil refinery in Primorie.
A full range of organizational, technical and environmental-related activities aimed at reduction of negative environmental impacts and consequences for nature will be hold in process of the oil pipeline construction and operation.

First deputy for Nakhodka city Chief, Boris Gladkikh made a note of project significance for the development of urban district economics and underlined the interest of the local authorities towards the soonest realization of project. According to his story Nakhodka’s administration is ready in the prescribed legal manner to settle all points related to construction of the specialized offshore oil harbor in Kozmino bay.
