OREANDA-NEWS. On 03 March 2008 was announced, that a Declaration of intensions to build the ESPO oil transporting system in the Primorie territory was presented in Vladivostok on February 27.

The project presentation took place in Primorsky Krai administrative authorities’ office. The presentation was attended by the representatives of Primorie political department, heads of the municipal districts that will be crossed by the pipeline, management for the regional transport and industrial departments. Besides the audition was open to Primorie residents desired to get exhaust information about the oil pipeline and the oil harbor.

“This is a long-awaited project that will give an impulse to diversification of the Primorsky Krai economy and will allow to create the modern production plants and will assure jobs for Primorians”, - the territory governor Sergey Darkin said to open the presentation.

While presenting the project, Nikolai Tokarev, President for Oil Transporting JSC “Transneft” noted that the long-term government program of the development of Russian power-engineering scheduled until 2020 is the base for the oil pipeline construction. West and mostly East Siberian oil fields is the oil pipeline resource base.

It is well known that the oil pipeline is supposed to be constructed in two stages: Taishet – Skovorodino and Skovorodino – Kozmino bay. The first stage will see the construction of the up-to-date oil-loading harbor in Kozmino where oil will be initially transported by rail. Oil throughput volumes will amount 30 million tons per year during the first stage, with the half of 15 million tons to be transported to Kozmino. The second stage oil throughput volumes will reach 80 million tons with 50 million transported to Kozmino.

The specialized offshore oil harbor in Kozmino will become the major unit of the project. It will include a drainage railroad overpass with auxiliary units, an oil depot with tank field, coast and offshore constructions. With complete growth the harbor will annually accept about 500 modern megatankers with DWT of 100 thousand tons. “The technical and economic assessment for terminal construction has already been prepared”, - Mr. Tokarev added. The harbor construction estimated coast amount to 41 billion rubles.

The Primorsk Krai will have 570 kilometers long pipeline. Six oil pumping stations are planned to be built within this sector.
