OREANDA-NEWS. March 21, 2008. SibCOTES has hot an official Certificate of becoming a member of Siberian Energy Association. It was on December 14, 2007. The same day, Mr. Dmitry Serant, General Director (CEO), and Mr. Feliks Serant, Deputy General Director for Business Development, participated in the I Congress of the Workers of Siberian Energy Complex.

Some 250 delegates and guests from the Siberian Region discussed current problems and the ways for the energy complex development, as well as investment programs for electric power industry within the Siberian Federal District and the problems related to setting up a new system for the power industry management after RAO UES of Russia is restructed.

Within the framework of the congress the Association presented the model to establish a coordinating centre, capable of becoming a kind of a liaison between the authorities, business and consumers of heat and electricity in Siberia. Mr. Sergey Kozhemyako, the President of Siberian Energy Association and the General Director of TGK-11, noted in his address to the audience that the aim of the Association was to establish a clear and transparent system, where the power industry community would get an opportunity to influence decision-making process and, on the other hand, assume obligations for the implementation of top-priority tasks related to the development of power industry set by the State. According to Mr. Kozhemyako, “The end of RAO UES is not the end of the world. The market will still have all the players needed for normal functioning of the power industry under novel competitive conditions.”

The congress approved the resolution, which, along with some other relevant items, emphasized the need to approve a number of regulatory legal acts at the federal level as soon as possible. This resolution also included proposals both for the development of small- and large-scale power industry in Siberia, and for a wide use of renewable energy; it also highlighted the need to solve the problem of ash-and-slag waste recycling at thermal power plants.
