OREANDA-NEWS. March 31, 2008. The Vologda and Arkhangelsk areas still do not have a tariff for technological connection of facilities to the electric systems

'The state, on its part, has done everything. It issued all the necessary normative documents. Thus, the regional power committees must execute them', General Director of IDGC of the North-West Veniamin Pinkhasik said making comments on establishment of the payment for technological connection of facilities to the electric systems.

Among the regions which till now have not established the tariff for the technical connection, V. Pinkhasik named the Vologda and Arkhangelsk area having noticed that these regions are developing intensively enough and really need new connections. 'Let us suppose that the power company will take the credit for construction of new objects. But what will be the instrument of credit paying out? Where is the source of the credit repayment?', he explained.

'Rules of play should be established and business should know them", General Director of IDGC of the North-West is sure.

Veniamin Pinkhasik named the Republic of Komi as a positive experience where 2 variants of development of the grid complex are proposed. The first one is an investment component for construction of a specific object in the tariff for transport of the electric power. The second one is payment for technical connection.

Different regions have different cost of connection to networks depending on the presence of network capacity. According to Veniamin Pinkhasik, now the regions of the northwest have a surplus of capacity, except for local centers; they are mainly large cities.

'A businessman should choose the place for development of his or her business. If you wish to develop business in this region - the tariff will be different from the one of, for example, Pskov area, where there is a surplus of capacity. As for the given tariff, the center of Murmansk is more expensive than in the region', Head of IDGC of the North-West said.
According to V. Pinkhasik, in 2008 IDGC of the North-West plans to receive proceeds of around 20 billion rubles. They will include payment for technological connection in the amount of 1.5 billion rubles.

For realization of all planned investment of the Company, it is necessary that the share of proceeds from technological connection payment should equal not less than 20 % of the total proceeds amount, Head of IDGC of the North-West said.
