OREANDA-NEWS. April 17, 2008. The construction of a generating facility based on the investment proposal developed by SibCOTES is planned in the South of Primorsky Krai. At the request of the Far Eastern Generating Company and RAO UES of Russia, the specialists from SibCOTES studied the options for the enlargement of Vladivostokakaya CHP-2 Plant, Artemovskaya CHP Plant, Partizanskaya Power Plant, and the construction of a new power plant at the site of Ussuriiskaya CHP Plant.  

The need in this work is caused by ever increasing shortage of electricity and, partially, heat in the South of Primorsky Krai, as well as by the decommissioning of obsolete equipment and expected increase in energy loads on Russky Island for the period when the summit of Asian-Pacific Region States scheduled for 2012 will be held.

SibCOTES’ specialists have made a conclusion that the increase in power capacity at the site of Ussuriiskaya Power Plant will be the best option. The construction of a power plant in Ussuriisk will allow the Customer to solve the problem of power supply shortage in the South of Primorsky Krai, to improve heat supply of the city, which is now heated by 364 local boiler houses, the majority of local heat sources do not meet heat supply standards and environmental requirements today. The Power Plant is expected to be online by 2011. The calculations made prove that the capital investment for the construction will amount to RUB 20 billion.  

For the construction of Ussuriiskaya CHP Plant, SibCOTES suggested to build two power units with the total electric capacity 370 MW and heating capacity 560 Gcal/h with double-pass boilers and 185 MW turbines. As an alternative option, the specialists considered the possibility to use the circular furnace boilers. This option features the installation of highly reliable equipment, the possibility to reduce boiler height by 25%, which is of particular importance in terms of high-magnitude seismicity in Primorsky Krai. In addition, for building the power units at Ussuriiskaya CHP Plant, it was suggested to apply low-NOx combustion system, electrostatic precipitator combined with desulphurization system with 99.9% ash removal efficiency and desulphurization efficiency up to 90%, and the system for dry ash-and-slag removal.     

For the construction of generating capacities at Artemovskaya CHP Plant and Partizanskaya Power Plant, SibCOTES studied the options for building new stages with the capacity of 450-675 MW, reconstruction of the equipment in existing buildings with the construction of a separate 130 bar stage and two 126 MW turbines on the existing 100 MW turbines foundation.

To upgrade Vladivostokskaya CHP-2 Plant, two options with two-boiler single-turbine units (heat-extracting and condensing) with the capacity of 120-134 MW in a detached extension to the main building were proposed. The following issues were also studied: reconstruction of the process water supply system, development of fuel and transport facilities, and construction organization under constrained site conditions. The construction of power unit PGU-410-450 MW (combined-cycle plant) in a separate building was considered as an option for gas firing at Vladivostokskaya CHP-2 Plant. 

On April 7, 2008, the Board of Directors of RAO UES of Russia approved the Investment Program for the Far Eastern Generating Company providing for the construction of Ussuriiskaya CHP Plant. The tender for power plant design is expected to be arranged quite soon.
