OREANDA-NEWS. On 17 April 2008 was announced, that the ordinary meeting of the standing working group for hosting the Summit APEC in Primorye took place.

The Managing Director of the Business –Unit “ES of Vostok” Ivan BLAGODIR, Chairman of the Board, Director General of JSC FEEC Victor MYASNIK, Director General of the Far Eastern Directorate of Rosstroy Nicolay ASHLAPOV, as also heads of the leading energy and engineering companies took part at the meeting of the working group under the chairmanship of the General Technical Inspector of RAO UES of Russia Victor PAULI.

The aim of the meeting was preliminary summary of the results of preparation energy units necessary for the reliable energy supply of the Russian Island during hosting Summit APEC -2012.

It will be recalled that in February, 2007 the working group for the preparation the energy infrastructure to host summit APEC in Vladivostok was created.
The Chairman of the group is Member of the Board, RAO UES of Russia, General Technical Inspector Victor PAULI, the Vice-chairman – is Chairman of the Board, Director General of JSC FEEC Victor MYASNIK. Besides, the heads of the Far Eastern energy companies, representatives of the regional and urban Administration, engineering companies and representatives of the small-scale energy went into the working group.

Participants of the current meeting have presented to the members of the working group the reports on the Russian Island projects implementation, as also about results of the order of RAO UES of Russia execution. Besides that during the meeting the matter of implementation the provisions of “ The Agreement of cooperation of Primorye Administration and RAO UES of Russia”, signed in January 2008 has been discussed. Chief engineers of the grid, generating and engineering companies of JSC FEEC as well as representatives of MES of Vostok (branch of the Federal Grid Company) and the specialists of the Far Eastern Directorate of Rosstroy were among the rapporteurs.

The technical re-equipment of Artemovskaya TPP and Vladivostok TPP-1, set of measures aimed at the growth of the Vladivostok TPP capacity till 500 MW as also introduction of the new turbine in Primorsky TPP have been planed within the framework of summit APEC preparation.

At that the most large-scale project will be a construction of the new thermal power plant in the city of Ussuriisk, that will provide the capacity gain in the South of the Region by 370 MW. For the present day the preparation of the preliminary feasibility study and documents preparation is being carried out. The plant handover is planned for December, 2011. for other projects the design and procurement work are being carried out.

According to FEDGC the growth of the electric power load on the Russian Island upon construction of the Summit units will be approximately 20 MW, and that is without regard of seaquarium and would-be gambling area.Today at the expense of the existing substations and transmission lines the energy specialists can only provide 6MW. In connection with that the grid specialists have planned 31 actions on construction substation and high-voltage lines. Particularly construction of the 110 kV substations “I.Russian” and “Zaliv”(bay), as also more than 100 kilometers of transmission lines. Some of the projects are already in the stage of equipment purchasing. All the works are being carried out within a prescribed period and without fail.

However the energy specialists are facing with problems connected with the allocation of land for construction as also with the absence of the final decision about placement of all summit projects.

By the results of the meeting the work of Primorye energy system preparation for summit APEC 2012 is declared to be satisfactory. At that the preliminary coordinating-strategic activity of the working group came to its end.

At the end of the meeting Victor PAULI noted, that it was his last visit of Primorye as the Chairman of the working group and that from now forth both JSC FEEC and RAO ES of Vostok (that starts its operational activity in the Far Eastern territory since 1 July 2008) will be able independently administer all the bulk of work for preparation of the energy sector for summit APEC and for the reliability growth of the electric power supply of the South of Primorye.
