OREANDA-NEWS. April 21, 2008. On 27th March 2008, the Federal Antimonopoly Service (FAS Russia), having considered a case against the Federal Agency on Education (Rosobrazovanie), recognized that the Agency violated Clause 5 Part 1 Article 15 of the Federal Law "On Protection of Competition". The case was closed due to voluntary elimination of the antimonopoly violations, reported the press-centre of FAS Russia.

Rosobrazovanie violated the law by forwarding letters № 08-20/06 of 12th June 2007 and № 1 8-20/15 of 13th August 2007 "On the Form Ordering Procedures" to the heads of the federal educational institutions and educational institutions of higher vocational level, as well as the heads of the authorities supervising educational institutions.

The letters directly stated that the federal educational institutions and nationally accredited educational institutions of higher vocational level should apply for the forms of the state-recognized diplomas [certificates of education], required in 2007/2008 academic year, directly to the Moscow branch of the "Goznak" Federal State Unitary Enterprise.

Such actions could have restricted competition on the market of manufacturing fraud-proof printing products.
