On 25 April 2008 was announced, that two universal pay stations were installed in Khakasia: at the station Chertykovskaya, Askiz district, and in the village Nizhniy Matur, Tashtyp district. Thus, Sibirtelecom has completed the realization of the state program of the universal service development in Khakasia.

The purpose of this program is to provide settlements that have no telephone communication with a minimum set of socially available communication services; to render modern communication services (including local, long distance and international telephony) both to urban and rural population. 

Summarizing the results, Evgeny Ivanov, Director of Khakasia subsidiary of Sibirtelecom OJSC, said: “We have been keeping in mind from the first days of realization of this large-scale project that the universal service is a program of state importance and it is socially oriented. Mass installation of telephones in Khakasia settlements was been realized within the given period. We express our thanks to the Government of the Republic of Khakasia, which rendered help and assistance to Sibirtelecom.

By now, Sibirtelecom has installed 278 universal pay stations in Khakasia, 5 of them are installed in Abakan, in Sorsk there are 2 pay stations, in Cherngorsk there are 3 of them, in Sayanogorsk there are 2 pay stations, In Bogradsk district there are 28, in Ordzhonikidze district there are 22 pay stations, in Ust-Abakan district there are 42 pay stations, in Shirinsk district there are 35 pay stations, in Altai district there are 19 pay stations, in Askiz district there are 58 pay stations, in Beysk district there are 29 pay stations, in Tashtyp district there are 31 pay stations. These figures completely correspond to the target figures.
