OREANDA-NEWS. On 23 May 2008 was announced, that information spread in mass-media that the restrictions of energy supply for the consumers of the East Kazakhstan oblast were caused by emergency situation and electric energy deficiency on the wholesale market, is incorrect.

On May, 15th 2008 in the period from 13:40 till 18:30 “KEGOC” JSC imposed the restrictions on energy supply in volume of 70 MW for “Shygysenergotrade” LLP (major supplier of electrical energy in the East Kazakhstan).

From the beginning of current month “Shygysenergotrade” LLP officially contracted (paid) for 50 MW of electrical energy at actual hourly consumption level 260 MW (about 5 mln kW.h per day).

Understated volumes of the requests, according to the official letters of “Shygysenergotrade” LLP, were caused by inability of the company to cover the expenses for purchase and transportation of electric energy in necessary volume, that is in turn connected with unprofitability of current tariff rates. Therefore only for the period from May, 1st till May, 14th 2008 the quantity of electric energy consumed by “Shygysenergotrade” LLP over the stated volumes of electric energy has made about 23 mln.kW.h.

“Shygysenergotrade” LLP actually ignored the repeated requests of the National Dispatch Center of “KEGOC” JSC to correct the request considering the real consumption volume and to provide a debt repayment schedule.

Present time the restrictions concerning “Shygysenergotrade” LLP are removed on the security of providing the schedule of electric energy recovery up to the end of calendar month.

Also it is necessary to note that non-contractual consumption of electric energy by “Shygysenergotrade” LLP during the stated period, has disrupted the balance of overflows between the energy systems of Russia and Kazakhstan (hourly in the volume of 120-130 MW).
