OREANDA-NEWS. June 09, 2008. The Federal Antimonopoly Service (FAS Russia) decided to terminate the proceedings against the Russian Ministry of Education and Science due the liquidation of the Russian Ministry of Education, reported the press-centre of FAS Russia. 

To eliminate the antimonopoly violations, FAS Russia recommended the Russian Ministry of Education and Science to send a letter to the Federal Agency for Education (Rosobrazovanie) that it stopped applying Clause 3 Protocol of 15th May 2002 when Rosobrazovanie organized supplying the forms of official certificates of education to the federal educational institutions and accredited educational institutions of higher professional education.

FAS Russia initiated the case against the Ministry of Education and Science of the Russian Federation and the "Goznak" Federal State Unitary Enterprise for violating Clause 3 Article 16 of the Federal Law "On Protection of Competition". The Russian Ministry of Education (Minobrnauki Russia) and the "Goznak" Federal State Unitary Enterprise violated the law by deciding to use the Orlov printing technology for putting the pattern on pages 1 and 4 of the Diploma [Degree] of Higher Professional Education, which is recorded in the Protocol of the meeting on defining the main parameters of the new forms of Diplomas on higher and secondary professional education of 15th May 2002.

The Protocol was valid for defining the main parameters of the forms of Diplomas of higher professional education for the academic year 2007-2008.
