On 10 July 2008 COMSTAR – United Telesystems (LLC COMSTAR-UTS, LSE: CMST), the largest provider of integrated telecommunications services in Russia and CIS announced that RTC-Orenburg, an affiliated company of LLC Regional Technical Center (RTC), COMSTAR-UTS subsidiary, has introduced the first line of unlimited tariff plans for individuals.

It is for the first time an affiliated company in Orenburg and Orenburg region started to provide customers with services of unlimited Internet access offering tariffs called "Night through” and “Liberate”. An affiliated company of RTC-Orenburg provides ADSL2+ and Ethernet Internet access with telephony services in Orenburg region. Construction of regional communications network is also underway.

"Today we witness rampant development of broadband Internet access regional services. It is to a great extent promoted by unlimited tariffs when users are permitted to “enter” Internet with no self-restriction either in time or in the amount of data downloaded", emphasized Viktor Koresh, OAO COMSTAR-UTS Regional Development Vice President. “Eventually, all our regional affiliated and subsidiary companies will launch unlimited tariffs for broadband Internet access. Currently, apart from Orenburg region similar tariff plans have been launched in Rostov-on-Don and Tyumen regions, Khanty-Mansi and Yamal-Nenets Autonomous Regions”.

“Our affiliated company started to provide ADSL2+ and Ethernet broadband Internet access services in February, 2008, and as early as in July we launched unlimited tariffs. This is a good result for an alternative provider", added Dmitry Nikiforov, OAO RTC RTC-Orenburg affiliated company Director. “Our affiliate company plans to implement new services and tariffs on a regular basis expanding and improving Internet access services in Orenburg and Orenburg region. I think we will make another interesting proposal for our customers, related to unlimited Internet before the end of summer”, Nikiforov added.
