OREANDA-NEWS. On 15 August 2008 was announced, that a scheduled influence-based ranking of entrepreneurs and top managers in Russia's fuel-and-power sector for August has been produced by the Agency for Political and Economic Communications (APEC).

President for the Oil Transporting JSC “Transneft” Nikolai Tokarev moved up to 6th from the 9th position he’s been keeping during the last months. “A number of factors can give explanations to this, - the general director for APEC Dmitry Orlov comments. – Tokarev’s meeting with Dmitry Medvedev, “blessy” given by Vladimir Putin for BTS-2 project realization, effective working relations with Igor Sechin and a positive analysts’ estimation of the company’s dividend policy”.

“Gazprom’s” management headed by its CEO Alexey Miller (1) traditionally represents the first ten of the authoritative businessmen and top-managers. “Lukoil’s” president Vagit Alekperov (2) and “Rosneft’s” head Sergey Bogdanchikov keep their position. Vladimir Bogdanov, president for “Surgutneftegas” returns to the 4th (7th previously) position. According to APEC this was caused by the positive experts’ estimation of the company activities headed by Bogdanov in relation to Talakan oil field development and his participation in rather small group of oilers at the ESPO route to accompany Igor Sechin, Vice-premier supervising the fuel-and-power sector.

The ranking has been produced on the basis of the expert poll held by APEC in August. 36 famous experts took part in it among them: economists, political, investment and industry analysts, and economics journalists. The ranking covered 71 nominees representing nuclear power, production of gas, oil and coal, transportation of crude oil and petroleum products, power generation.

The experts were asked the following question: "How would you rate, on a scale of 1 to 10, the political and lobbying influence within the Government of the Russian Federation, the Presidential Administration of the Russian Federation, the Federal Assembly of the Russian Federation, as well as the professional influence within the business community of the following entrepreneurs and top managers in Russia's fuel-and-power sector?"

At first the experts rated each candidate, then the arithmetical average values were defined (average score). The final rankings is a consolidated estimation of the influence-based ranking of entrepreneurs and top managers in Russia's fuel-and-power sector.
