On September 03, 2008 in Astana was signed the quadripartite memorandum on cooperation and joint activities in the field of e-education between the Ministry of Education and Science of Kazakhstan, the Agency of RK for Information and Communications, JSC “Kazakhtelecom" and the EPN DC company (Republic of Korea), reported the press-centre of Kazakhtelecom.

Quadripartite memorandum was signed by Minister of Education and Science of Kazakhstan Zhanseit Tuimebayev, the Chairman of the RK Agency for Information and Communications Kuanyshbek Yesekeyev, Chairman of the JSC “Kazakhtelecom” Askar Zhumagaliyev and President of EPN DC company (South Korea), Kim Du Man.

This memorandum is aimed at addressing the digital divide in the Republic of Kazakhstan, introduction of advanced technologies and innovative methods in the educational process, improving the e-literacy and development of Kazakhstan segment of the Internet.

Today in the promotion of initiatives "electronic government" in Kazakhstan operates The Program for reducing the information inequality for 2007-2009.

Innovation in Electronic Education provide for the establishment of free educational portals, virtual on-line classes to prepare for the exams, which include sections for students and teachers, school subjects forums, blogs, electronic media, educational and research programs, and self-testing, design and artistic creativity.

In addition, under the signed memorandum be prepared proposals for a national integrated educational resources Republican infocomm infrastructure and e-education (republican Internet / Intranet date centers and server rooms, equipped in accordance with modern requirements, major transport environment, information security systems, educational components network, built on wireless technologies Wi-Fi and Wi-MAX, search engines, infrastructure and regional training centres for administrators, teachers and students, interactive school classrooms).

Electronic education includes using of new approaches business games and simulations in training, development and demonstration of multimedia educational materials, development of interactive teacher interaction with students.

According to the Memorandum JSC “Kazakhtelecom” intends to take part in integrated solutions to integrate education with electronic components and electronic systems, the Government of the Republic of Kazakhstan. The company also plans to solve practical problems of the activity carrier and Internet service providers, web hosting, co-location, outsourcing contact centers and other services in the areas of communications and information technology.
