OREANDA-NEWS. On November 24, 2008 Aiming recovery of building market the Cabinet of Ministers of Ukraine has endorsed an ordinance “On order of putting in exploitation of completed building objects”.

This document abolishes an old procedure of putting objects in exploitation when construction works are completed. The ordinance envisages that commissions shall deal with putting in exploitation, which shall be set up by inspection of the state architectural building control.

Under the old system an examination commission was set up by local self-government bodies and their decisions came in force only in the aftermath of approval by sessions of the respective councils, which complicated and delayed the procedure of putting in exploitation.

Now concrete terms of implementation of this procedure are determined by the ordinance. On receiving an application the inspection shall consider the forwarded materials and in case they correspond to the determined requirements it shall create an examination commission within three working days.

The examination shall be carried out within 10 working days after creating of such a commission. On the basis of the act of readiness to exploitation the inspection within 2 working days has to issue a certificate on correspondence of the completed object to the project documentation, requirements of the state standards, building norms and rules according to the form approved by the Ministry of Regional Development and Building. The date of issuing of such a certificate appears the date of putting of object in exploitation.

The ordinance comes into force on January 1, 2009.
