OREANDA-NEWS. December 10, 2008. The Republic of Belarus is set to introduce technical regulations “Motor petrol and diesel fuel. Safety” (ТР 2008/011/BY) on January 1, 2009. The decision is contained in Resolution No 1855 of the Council of Ministers, reported the Official website www.government.by.

The State Standardization Committee is due to work out and adopt a plan of events, approve a list of state standards interrelated with the technical regulations, secure their actualization.

The technical regulations spell out requirements for motor petrol and diesel fuel for the purpose of environmental protection, protection of people’s health and property, prevention of misinformation of customers on the purpose, quality and safety of the fuel. In case of failing to meet the requirements of the technical regulations, these oil products are not allowed for distribution and sales.

The responsibility for the compliance with the technical regulations lies on the producer, the plenipotentiary, the supplier and the seller.
 
Apart from the aforementioned regulations, other technical regulations have already been adopted, learnt from the State Standardization Committee. They are related to the safety of low-voltage installation, electromagnetic compatibility. These standards will be introduced in 2011. Technical regulations on measuring units will become valid on January 1, 2010.
 
Bringing in technical regulations needs a balanced preparation of industrial companies to operate in new conditions, a fundamental reconsideration of technical documents, processes of surveillance and testing.

The State Standardization Committee has also drafted nearly 20 technical regulations. Among them are technical regulations on agricultural and forestry tractors, equipment running on gas, elevators, IT, medications, baby food, consumer containers. Some 33 technical regulations will be introduced before 2010. They are all based on the EU directives and regulations.

Technical regulations are new documents that lay down characteristics for products or related processes and production methods, including applicable administrative provisions, with which compliance is mandatory. Technical regulations impose requirements for safety, protection of life, health and property of consumers, environmental protection. These requirements are compulsory for both producers and suppliers.
