To ensure constant monitoring of the financial, economic and social situation, relevant ministries will set up task groups, which will report to the Commission and include representatives of the Economic Development Ministry, the Finance Ministry, the Ministry for Regional Development, a partner bank (Sberbank, VEB, VTB, Gazprombank or other lending institution), the administration of the region concerned and the company's management. Based on the results of the monitoring, the task group will either adopt a plan to rehabilitate the company, or decide to continue the monitoring.

Inclusion of the organisation on the list does not guarantee financial support. The main objective of working with such companies is to keep them afloat by using not only lending tools but other measures as well, such as state guarantees, interest rate subsidies, rescheduling of tax liabilities, state orders, customs and tariffs policy, etc. In addition, when necessary, efforts will be made to minimise the adverse social and economic effects of a company's closure.
