OREANDA-NEWS. January 11, 2009. The Federal Antimonopoly Service (FAS Russia) initiated a case against the Ministry of Education and Science of the Russian Federation (Minobrazovanie Russia) and the Federal Agency for Education for violating Part 3 Article 15 of the Federal Law "On Protection of Competition", reported the press-centre of FAS Russia.

In violation of the antimonopoly legislation, the Federal Agency for Education, in the absence of control by Minobrazovanie Russia, assigned to the "Interobrazovanie" Federal State Enterprise the functions for authentication of the national certificates of education and certificates of academic degrees and ranks, and issuing Apostille for such documents, and for recognition and legalization in the Russian Federation of the certificates of education and certificates of academic degrees and ranks issued in other countries, as well as for issuing required certificates.
 
In its turn, "Interobrazovanie", contrary to the No.324 order of Minobrazovanie Russia of 31st January 2003, involved "Magistr" Non-Commercial Partnership for Education in expertise of education-confirming documents.  

"Interobrazovanie" Federal State Enterprise is brought into the proceedings as an interested party.
