OREANDA-NEWS. On January 13, 2009 Lietuvos Energija AB has completed developing the project for optimization of dispatch control functions. Subsequent its implementation, five dispatch center’s coordinated regional branches will be merged into two – East and West dispatch control groups. This project is expected to save LTL1.13 million in 2009, reported the press-centre of Lietuvos Energija.

“We seek maximum efficiency in all areas of the electricity transmission system’s management. For this purpose we are currently implementing the project for optimization of technical functions and procurement, operations unbundling, corporate development and other projects. Their implementation will help boost the efficiency of Lietuvos Energija to a qualitatively new level”, - said Mr.Darius Masionis, General Director of Lietuvos Energija AB.

According to him, the project for optimization of dispatch control functions is an important part of the national electricity transmission system’s efficiency boosting: currently Lietuvos Energija is implementing twenty various projects, aimed at optimization of company processes and boosting of operations efficiency.

During the project for optimization of dispatch control functions, the number of mid-level dispatchers and their administrative personnel was reduced. The functions of five regional dispatch control centers were concentrated into two major centers, managed by the central branch. Besides, after implementation of the remote control system, there will be a significant cost reduction in maintenance of buildings and IT technologies of the systems, a higher system’s operation quality as well as automated control will be ensured.

The new electricity transmission system control structure was created with regard to principles applied within the UCTE system. Alongside the fact that the dispatch control functions are to be performed at lower cost, the new control structure will help ensure a better electricity transmission fault prevention and recovery”, - says Mr.Daivis Virbickas, Director of Power System’s Control Department.

According to him, during the development of the project for optimization of dispatch control functions, IT systems were upgraded and adapted to the new control structure, personnel’s qualification was improved.

The dispatchers of Lithuanian power system perform a real-time control, coordination and ensuring of the reliability of electricity transmission system’s operation and stability. The project for optimization of dispatch control functions was prepared beforehand: for that purpose scholars of Kaunas Technology University performed a study and analysis.
