OREANDA-NEWS. On January 27, 2009 The Cabinet of Ministers of Ukraine has readied a commission of Prime Minister for Kyiv municipal authorities concerning non-taking measures to resume energy supplies to educational and medical establishments of the capital and concerning non-paying arrears of wages to teachers and medical employees. The First Vice Prime Minister Olexandr Turchynov announced at a media conference.

According to him, the Ministries of Fuel and Energy, Regional Development and Building, Housing and Communal Services received a commission to set up a special workgroup to study the situation in the capital.

“We give concrete commissions to Control and Revision Department, coersive structures, in particular, the Ministry of Internal Affairs, we address General Prosecutor to take measures which are to cease reckless schemes, irresponsible, criminal policy of local authorities,” Olexandr Turchynov underlined.

He emphasized the Government is worried with the situation in Kyiv, entailed by irresponsible activity of local authorities. In particular, it concerns arrears of wages for employees of educational and medical establishments. “It was entailed by the fact that within the year budget funds had been used without control, not purposefully, in particular, you can remember an election campaign, when bonuses were paid at the account of fourth quarter, other non-planned payments for realization of reckless schemes were being paid with an aim to preserve power in Kyiv,” Olexandr Turchynov noted.

The First Vice Premier stressed on the outcomes of last year there are no debts of the central budget for Kyiv. “Moreover, 150 million hryvnyas is the debt of Kyiv budget for the state one,” Olexandr Turchynov explained.

Besides, the capital experiences growing debts for the consumed resources. Notably, according to Olexandr Turchynov, Kyivenergo has a debt in around a billion hryvnyas for the Naftogaz of Ukraine. “Kyiv authorities don’t take any considerable steps in order to solve these problems but on the contrary – through inactivity, negligence of Kyiv authorities many establishments, such as schools, maternity hospitals have been de-energized,” the First Vice Prime Minister disclosed.

He reminded that “Kyivenergo, Vodokanal are being controlled by the subjects who head in Kyiv municipal state administration, Kyiv local council and control factions of Kyivrada majority, who during a long term have presented and received extra profits from these powerful subjects of economic activity. At the same time, the debts are growing on a daily basis and I reiterate no steps to solve the problems are taken”.

Olexandr Turchynov added the budget of the capital hadn’t been approved till now. “Without budget, without balancing of expenses, it is impossible to confirm Kyiv municipal state administration and Kyiv leaders are capable to solve debt issues,” the top official stressed.
