OREANDA-NEWS. On February 12, 2009 Prime Minister of Ukraine Yulia Tymoshenko initiated to introduce penalty provisions for enterprises which in the process of production fail to utilize organic waste beginning 1 January 2012.

On instruction of the Prime Minister, this norm should be envisaged in a bill on encouraging utilization of biofuel.

During a special sitting of the Government on the issues of investment projects in the energy saving sphere Yulia Tymoshenko stated that this norm should enter into force not from date but in three years, as the enterprises need time to introduce the relevant technologies, “To make every enterprise be in the know that, if it fails within this time to do something for utilization of their organic waste, they will pay serious penalties in three years already,” the Prime Minister stressed.

Yulia Tymoshenko has instructed the profile ministries and departments to study the European experience in imposing penalties for enterprises which fail to utilize waste for biogas.

The Head of Government has also instructed the Ministry of Agrarian Policy to work up a special social advertisement with information about the positive experience of biogas utilization and the notice of penalties.

Besides, Yulia Tymoshenko has instructed the Ministry of Regional Development and Building and Ministry of Housing and Communal Service within a month to amend the government standards and norms on placing new objects in operation, “It should be clearly noted that an object to be not placed in operation, if it has bio-waste which are not utilized in the proper way for biofuel production”.
