OREANDA-NEWS. February 18, 2009. The meeting was opened by Yu. Osipov, President of the Russian Academy of Sciences (RAS). He gave the flow to S. Ivanov, Deputy Chairman of the Russian Government.

Sergey Ivanov made an introductory speech devoted to further evolution of the Russian GLONASS global navigation system, and emphasized the importance of involving RAS institutes in the program in order to enhance GLONASS.

Anatoly Perminov, Roscosmos Head and Doctor of Engineering Sciences, made a report about GLONASS and its perspective development. Among the objectives to be achieved by 2011 in the framework of the GLONASS Special Federal Program, Dr. Perminov defined the following:
1. Orbital constellation - 29 satellites (24 of them in nominal operation).
2. Modification of the ground control system - 100%.
3. Development of the high-precise positioning system in Russia -100%
4. Development of the users` devices for serial production - 71.
5. Development of the digital navigation maps and plans of the Russian cities - 100%.
6. Equipping transport infrastructure in Russia - 100%.
