OREANDA-NEWS. On 27 February 2009 was announced, that OJSC Verkhne-Volzhskaya Generiruyushchaya Kompaniya (VVGK) invited organizations and companies to produce technical and commercial offers with a view of making an agreement for a turn-key construction of a Gas-Vapor Thermoelectric Plant with an electric capacity of 900 mW and a thermal capacity of 840 Gcal/hour in Nizhni Novgorod.

Dmitri Alexeyev, General Director of VVGK, explained that for this agreement to be made and fulfilled a potential contractor should possess an entire civil legal capacity and have appropriate effective licenses to carry out activities under this agreement, if this is required by the RF law. According to him, foreign contractors should produce commitments on their rights to get the necessary licenses and permissions before the contract is signed. The head of the company also noted that, apart from financial abilities, a contractor should possess the necessary administrative experience and expertise of generating heat-power facilities construction, a high business standing team of specialists with at least a five-year-long experience of key management positions in projects similar to the one in Nizhni Novgorod.

According to Project Specifications, a contractor would have to design all blocks, deliver equipment (materials), construction and assembly work, and fulfill commissioning and start-up work for the first and the second blocks of the combined-cycle plant including the general plant infrastructure needed for operation.

The plan is to install modern and efficient hi-tech power equipment by leading manufacturers. Commissioning of the first block is expected in 2011, and the second in 2013.
